Neither. It's irrelevant to etiquette to leave unfinished items on your plate or in your glass. You control what you consume.
My mom always told me it was only rude to quickly down the remaining contents before standing up or even after standing up, not to look cheap. You're not a garbage disposal and shouldn't chug to get your money's worth. I do however take up the offer of a drink to go on a very hot day. I like when a waitress does that offer, esp if nonsweet iced tea.
