>>21798421Yes it does. The salt can fully penetrate the meat, so you get seasoning all the way through. You will also get a better crust. You shouldn't really brine beef in the traditional salt+water sense like you might with something like chicken or turkey. You can dry brine poultry as well though. I think it's easier.
