A good ramen is better than a good pho, but it's more common to have a bad/mediocre ramen than pho (at least where I am). Ramen is also heartier and richer, so I wouldn't necessarily want to have ramen for every meal, but you could do that with pho. I still like ramen more though.

Pho broth is so good, but fresh ramen noodles are better. Its hard for me to say one is better than the other.

Pho is a bland, boring and underwhelming dish. I'm not even talking when compared to other countries noodle soups, it gets mogged even within Vietnamese cuisine.
Mi quang, bun cha, bun bo hue, cao rieu, banh canh cua and even fucking bun mam are better.
