Depends of what kind of dish it isIf it has noodles you don't need rice, but if it doesn't have noodles it feels kind of retarded and like the dish is missing a "base" or a thing to absorb juices and sauce
yes you can but you would probably want to make either a dryer dish or come up with some kind of substitute for the rice that can absorb sauce like lightly steamed broccoli.
