Immigration shouldn't be the issue though. The recipes are basic and the ingredients are typically cheap with the meat being the exception. Though in Mexico the "beef" from your common stand is typically of questionable sources. (More than likely it's just not graded.)

All food that dominates an area basically dominates because immigrants. Who is more likely to start a taco place, a person who learned how to make corn tortillas from her mom, or a guy who learned about corn tortillas while studying at UCLA and figured that he could open a place in Osaka making tortillas and make a lot of money.
Also more importantly having immigrants who want that food from their home is a solid customer base for a restaurant, the gringos will find it eventually, but you need to have a lot of Mexicans around for Mexican food to take hold.
You can exist in that fantasy that the best food will survive regardless, but you gotta have a bunch of Jews eating bagels before the gentile stumbles in and gives it a try.

I doubt japan has many latinos writing good recipes, and needing two indirect translations from spanish->english->japanese would result in even more room for error. Considering how bad the average native english recipe that a cooklet would find with a quick google search is, it makes sense that smaller countries might not have great food from somewhere across the world.

Or in its country of origin where it's cheap and/or affordable. But when beef is involved these days the price per taco (soft corn tortilla) is going to be at least over $1 - $2 usd. Poultry and pork maybe less unless it's al pastor which needs more prep.

ground beef tacos are mostly an American thing anyway so this doesn't really hold any weight. in Mexico pork is probably the most common taco filling. chicken and seafood are also common. so, no, it's not a matter of ingredient availability. with their abundant seafood, Japan could easily make fish, shrimp, or even octopus tacos.

it's likely not an issue of cost at all, if they wanted to make tacos I'm sure that they could. but there needs to be a certain degree of cultural exposure before it really takes off. yes, you can just google a recipe, you don't *need* Mexicans in your country to make tacos, but if you've never been exposed to a good taco before and only have a vague image of them in your head from foreign media, you're not likely to seek those recipes out unless you're really curious. and even then, you wouldn't have the knowledge of what a taco is supposed to be like to be able to vet good recipes.
