What kind of cookware should someone new to cooking get? What kinds of materials and linings would be good? Any particular brands that make good stuff for relatively cheap?

Just buy a check frypan from your grocery story.
Get stainless steel pan as well for like rice and soup and boiling stuff.
That'll get you started.

Stainless steel everything. Silicon or wooden instruments. Good brands to get started with are Cuisinart, Tramontina, and Cooks Standard.

Stainless steel is the way to go. You don't have to worry about seasoning it and you can absolutely go to town on it with metal utensils/scrubbers for cleaning.
