What kind of cookware should someone new to cooking get? What kinds of materials and linings would be good? Any particular brands that make good stuff for relatively cheap?

Stainless steel is the way to go. You don't have to worry about seasoning it and you can absolutely go to town on it with metal utensils/scrubbers for cleaning.
