for protein, beans & lentils are gonna be your cheapest option.
if you want to include meat in your diet, there's a lot of variables. meat/seafood prices have a lot of regional variation, can fluctuate due to season or overstock/understock. you just have to keep your finger on the pulse of local food prices to figure out what works best for you. generally, chicken thighs/drums/quarters are affordable, and pork loin. but again, it will depend.
pair your proteins with rice or pasta as cheap carbs, and seasonal vegetables. canned and frozen veg are good and affordable too if you can't find good seasonal produce.

Lentils, hummus, general beans are your best bet. Sucks you're a genetic defect because greek yogurt is cheap as hell, more protein-dense than steak, and very convenient and low-effort to purchase, store, and eat. It would be the 100% perfect solution for someone looking for what you want, so I'll include it for the benefit of others browsing the thread who can eat all of the delicious things on god's green earth.

I'm partial to chicken drumsticks as a cheap protein source, they are often on sale for less than $1/lb. Every other component of a complete diet is cheap. Tons of options for cheap grains; rice is cheap, pasta is cheap, bread is cheap, whole grains are cheap. Peruse the produce area of a grocery store and there will usually be something that is cheap and fresh because it is in season or had a bumper crop. If not, frozen IQF is fine and also cheap. The same goes for fruits. Aim for approximately $1/lb you can eat your fill if you shop wisely for under $5 a day or less in a pinch who needs 5lbs of food every day? Me cuz I'm a huge dude.

Pork loin also can be had cheap and my favorite grain is popcorn which is cheap as hell. Toodle-oo motherfucker don't ask me anything else.

Just buy the cheapest whey protein powder in bulk and eat rice or whatever your lazy ass wants to. If you want to also get some other nutrients/vitamins then buy them in pill form. Might not be the healthiest diet, but hey, now all you need to cook is rice for your calories.
Now, if you want to have a better diet while still saving money by getting your protein needs from whey protein, buy some EVOO, seasonal vegetables/fruits/berries and whatever low-calorie condiments you need to make your meals taste good and you're prob golden.

Ah, didn't notice you can't eat dairy. Whey isolate still works if you're just lactose-intolerant, but otherwise just get some vegan protein powder option like pea protein with all essential amino acids supplemented. They should still be pretty cheap.
