Simple solution is to simply stick a butter knife in the toaster to retrieve the dog. It helps if you wet your hands with water first

You can also throw the toaster into a full bathtub, it needs to be turned on since it will warm up the water a bit and the hotdog will float up, make sure that you are also in the tub since you might not catch the hotdog in time.
