Just doing your job isn't enough, you need to show 'initiative' by coming up with this stupid shit. And every time it's something that sounds good on paper (i.e. cutting costs to save money) but is always detrimental. This is the reason behind most bad policy changes in the military. You think some officer came up with the idea to have everyone do PT in ridiculous high vis belts because they cared about safety? No, they submitted that idea because they knew it would look good on their resume and help them get promoted.
