Some people in the balkans, allegedly, prefer food that's "settled in", that is dishes that some diners would perceive as having "overstayed" their welcome. Not necessarily gone off, but certainly foods that have acquired a taste of time, I particularly noticed this with elderly folk. Anyone else seen this?

people from that region have a diet very heavy in fermented food products so naturally they prefer the taste of fermented food

I guy I worked with (who had worked as a butcher) said that an old dude would come in and ask for old meat. he had gone through the depression and his mother often cooked meat that had gone off, and he had developed a taste for it, and it reminded him of his mother.

my grandmother on my moms side used to feed me old hot dogs (when we would visit her). I did not know this till decades later and I bought that brand of hot dogs and could not figure out why they did not taste the way I remembered.

then I forgot about a pack of opened hot dogs in the fridge for about 3 weeks, when I cooked them they had that exact taste.

Well if our elders prefer to eat it who are we to disagree. Food that's beyond what the west claims is edible is not only a key part of many cultures but also a metaphor for the welfare of the people in socialist regimes and the subsequent degradation of the standard of living. It is almost like their pension.

I've had more than a few people suffering from dementia in my family and they have all had a liking for food that's slightly funky. Both those who grew up poor and those that didn't. Maybe its something to do with age? How would one get into this sort of food? When I see the decaying cityscape around me I can sort of understand it.
