This is right and it's the most common mistake. They drain the potatoes after boiling and then immediately add some oil and toss in the oven. Those potatoes should steam for at least 5 or 6 minutes before oiling and seasoning and then putting in the oven. Otherwise all that steam gets trapped in the oven preventing crisp.
