Because Americans don't understand European dining culture they drink everything we make wrong. They think of hard liquor as something you drink to get drunk, not as a palate cleaner. They don't know what an aperitif or digestive is. They add a minimum of 15% sugar to everything to make it cheaper and support their domestic obesity policy. Hard alcohol is a preservative, it preserves herbal extracts, the strongest being tinctures and the weakest being liqures. Liqueurs are legitimately medicinal, or were, some ingredients were for flavouring but others had medicinal effects which could be potent. You are meant to take a single shot, usually to aid digestion, and if you tried to drink herbal Liqueurs as normal spirit you'd be physically ill. So in the US the drug and food lobby decided no drink can be medicinal because American apes would just chug it and get sent to hospital, then declared dead/bankrupt
