It's not like you can go to the shop across the street in China or Russia and find a tube there, you'll just find more soft lollies, while in, say, Thailand and southern Europe the cheapo tube is the default and lollies are a step up alternative. The boutique tubes seem to be universal-ish, probably because of logistics, they require simpler machines so a smaller company can afford the entry price and not rely on economies of scale to pay off the lolly maker.
