it's chicharron (fried pork skin).
when i make it i usually use the broth left over from making chicken tinga, which is chicken breasts braised in a blended sauce of tomatoes, mexican tomato sauce, a can of chipotles in adobo, chili powder, cumin, salt, paprika, onion, garlic and a pinch of sugar.
i take the leftover liquid from that and use it as the soup base, thin it with a little plain chicken broth, then add back some chicken and the toppings - lime juice, cilantro, cheese, fried tortilla strips
the sauce for tinga is similar to enchilada sauce so you could probably use that in your soup base.
