It means that it is "real" balsamic made in the traditional way and in the traditional location. There are a variety of those protected designation symbols used throughout europe for difference foods and ingredients. It usually means it will be some pretty good stuff. Spanish paprika has it, many cheeses have it, a breed of french chicken has it, etc.
