The setting is post nuclear apocalypse and the movie was back in the Cold War when people believed a nuclear exchange was likely. Hence all the mutants, the people in hazmat suits, and the land where they dwelled being called The Scorch. But even with the nazi mutant stuff things were supposed to be better. Black Wolf was supposed to be a sympathetic villain and have depth. But Ralph screwed up the budget again and he went around begging for more money. Idk if it was because of his general mishandling of resources, or if he is a bad storyteller, or if he did it to appeal to the potential sources of income, or if that was the important part for him to get across, but instead of two good stories we got fantasy oy vey.
