>>150106236At a guess, the original licensing agreements used production work for Bart that didn't have the finalized color scheme. That or he wore a blue shirt in a Tracey Ullman short that was used in meetings with advertisers and people just assumed that he'd dress the same in the actual series.
There was a lot of bootleg chink Simpsons merch in the show's first year, mostly of Bart, and Fox decided to combat it by mandating that Bart would always wear a blue shirt on official merch. This was done under the idea that chinks wouldn't know that so any merch where Bart had an orange shirt could be identified as counterfeit.

The Simpsons actually kinda has a history of doing this sort of thing, like when the Burger King toys for the Simpsons Movie used an old design for the main villain that was completely different.The other closest example I can think of is that the reason why Tails from Sonic is brown in all of the old cartoons and early promo material is because Sega sent everybody a very early sprite of the character.

Back in the late 80s (and probably sooner but I know this was a thing at the time) they'd send out licensing packs to various corporations that had stuff like model guides BEFORE the show even aired. Which resulted in a lot of promotional material using earlier versions of characters that never actually made it into the show. I'd bet good money that these promotional packs had Bart in a blue shirt and companies just rolled with it even after the series proper started airing. Hell they might have even just kept sending out the original guidelines because it was cheaper than making a whole new set that reflected the final product if the biggest change by then was that Bart's shirt would be blue.
