Superheroes wore trunks. it made sense to put on a pair of trunks, like the kinda shit a bodybuilder or boxer or swimmer would wear (except back then it was definitely thought to be better to swim nude), over your tights, if any. They were just shorts... and a kid running around in shorts is less weird than one running around in pantsit's just that, to make the lines more sleek and dynamic, to fit better with the body lines and how artists were trained, to make movement less restricted, the legs started climbing, until superheroes were now wearing -briefs-and this is a little sillier, because although boxer shorts are certainly a form of underwear, going around in just briefs feels more feminine (like a leotard or unitard, or gym bloomers) so that plus the bare legs and little elf booties makes Robin retroactively look kinda sillybut he made sense at the time.
