How its SUPPOSED to work is the Ghost Rider essentially uses all of the sins/bad deeds committed by the user to inflict spiritual and psychic pain upon the soul itself, a demonic fire that is fueled by the wrongdoings of the victim. However Marvel and editorial is fucking retarded and keep making up bullshit excuses to nerf it or have people tank it completely for contrived reasons, possibly even forgetting how it works.

I get that it's OP but there are better ways of handling it

Divine punishment that can't affect psychopaths or sociopaths is borderline fucking useless and just excessive overkill on those who DO feel remorse

Ennis made it a joke, and Aaron turned it into a running gag. At this point I think more characters have no-sold it than were ever affected by it. It's been decades, plural, since I read something where it worked.

The fundamental problem with the Penance Stare is that it's just an unbalanced and completely uninteresting ability in practice. You can't make it work to the efficacy it is supposed to because then Ghost Rider can never be threatened except by Mr. fucking Rogers because he can just hit them with the Penance Stare. Maybe you could make an exception for people who are insane or non-humans something but then those would be the only people Ghost Rider could fight and therefore it would still be useless.

Their solution is just to make it regular useless and not affect anything which is an equally shitty one but really what can they do? The endpoint of the Penance Stare is that it will end up useless one way or the other. The only way it would ever see practical use is it if was retooled as some kind of finishing move he could only use to finally defeat someone because he has to go through the pain as well or something so it's not useful or desirable to spam

If no other reason is given for a source of immunity, the reader is forced to assume that any taget that is immune to the stare has no soul, or is not in possession of theirs. That's what happened when Punisher tanked it. He had lost his soul in Las Vegas in an event from earlier that year.

As early as the Ghost Rider #11 he used it against Dr. Strange and it hit him pain that he'd caused from fighting monsters and demons.

This is just another ability the Rider has, he can see the all the sins within your soul and will not willingly choose to target the innocent.
