I think giving the show a new Green Ranger would have been pretty cool and probably would have helped ratings and toy sales during season 3 since the 8 inch Green Ranger was only sold with the Dragon Zord and never on its own. He didn't really need a mech, he could have just been the cool extra member of the team. Instead they bring him back as a one-off clone of Tommy and even though technically they have a revitalized green power coin nothing is ever done with it.

Though that also would've been a good way to explain how the Green powers/Dragonzord survived the Command Center shorting out and destroying the Dino Coins in Ninja Quest - "This Dragon Coin was created by the Wizard of Deception; it's not connected to the Command Center's systems."
