He didn't get the girl in the book either. Their fates are much worse. This is the best possible outcome for an adaptation.Also, it's a good lesson that sometimes you don't get the girl or boy and need to let go of they're happier. Quasimodo is meant to be the opposite of Frollo who was so obsessed he would rather kill the object of his obsession. Quasimodo's love was pure and selfless.
