Judy and Nick had a lot less romantic subtext in the first Zootopia than Mr. Wolf and Diane did but it's enough to build off of if they do it right. I'd say, either make that be the emotional core of the movie or don't bother if you're just going to tack on a kiss at the end to please the fans. Part of why Bad Guys 2 works is because Mr. Wolf's love and devotion to Diane is his core motivation throughout the movie even though the two of them spend much of the film separated.
