People felt like the 80s were kind of fake plastic bullshit and wanted to find a more "real"-feeling culture again, and as most cultural blowbacks go it trended towards the more extreme and became super nihilistic as a result. The timing with the collapse of the Soviets just further played into that because America didn't feel like it had to be a straight-laced moral model anymore.
