Yes, it's not just a great animated movie but a great movie in general. You could show it to an actual film buff and he'd consider it impressive. It's one of the only animated movies my parents have genuinely been wowed by.

It's not like it's groundbreaking or anything, but yeah, it's pretty good.
Only gripe I personally have with it is maybe the "Look the Giant is okay!" ending is a bit generic, but it is a kids film so it's not like it's unexpected.

Technically, nothing has ever received the exact amount of favorability that was warranted per it's accomplishments. The consensus around the film, created by the multitude of viewers who all had different opinions regarding it, is the tool which we use to judge it's objective quality.
To ask if it's deserving of the praise it receives conflicts with those who may argue it deserves an even more positive reputation.

You got army dudes, a mom, a government spook. There's no interesting backstories about any of them.

I still love the movie though in spite of those issues.

And that's why it was good. It was a perfect representation of Nowhere, USA which was more or less what it was like for hundreds of years until browns started being imported for "muh GDP". It's from an era that barely hung on through the early 2000s and is long gone now.
