I might be totally off-base here but I think for once that's an intentional misspelling/misnaming. It's referencing a Twitter exchange from 2016 from a twitter account that rated dogs, and every dog always got an 11, 12, 13 out of 10. Someone named Brant called them out for this, and the dog twitter replied 'They're good dogs, Brent'.

So between the 13/10 and the "It's a good X", I'm pretty sure this was meant to be Faye referencing the tweet.

The common theory is the mundane rambling is used to buy himself time when he suddenly has to scuttle one of the more dramatic plots. It's well known he runs with essentially no backlog or reserve so a hard pivot means needing some real dross that can be churned out quickly.
