Maybe a 9-10yo wouldn't be afraid of this but you'd see this when you're less than 4 years old and barely cognizant of anything. The world is practically a dreamscape at that age. That walrus is malevolent, he's threatening Pingu and toying with him and he looks completely out of place to anything else. it's without a doubt the freakiest thing ever aimed at that demographic

It's not unintentionally scary, it's deliberately scary for its intended audience.
