It really is telling that the first time we see him firebend onscreen, Zuko immediately redirects the lightning and throws it back in his face. His first actual act of firebending ends in a loss.

"Good judge of character who relies on his subordinate" is the the kind of a leader that in ficiton would only really work as a mentor for the main characters; Zordon style (since you want mostly anything from planning to execution to be done by the heroes themselves).
