Does Marvel have any rules with Dr. Strange magic? That's the one I'm assuming that has any rules that can logically be taught or given to other characters because many other magic characters have their specific stuff like Wanda. I assume not and it's just they chant spells and use magic items and that's it.The writer makes up bullshit.To answer OP's question it is because writers don't like splitting focus on the main hero of the book and cutting away to a side story of a villain all that often. Like to a degree to where Mysterio's magic becomes its own character arc or dedicated sub-plot. It's kinda lame.What they should do besides that is add to his movie and illusion gimmick with brand new stuff like him getting a female assistant like a magician. Also have him have a kung fu themed suit or various suits based off movie genres that give him different abilities. He should also do stuff where he messes with the framing of the panels or does stuff on wires like in kung fu movies or he throws his voice through adr/dubbing. He could also blind his enemies through squibs filled with blood. He could also use more optical illusions and maybe a gadget where he can rewind certain actions like how movies play stuff in reverse in order to create a shot. That might be overpowered so maybe it is limited in some way.

More surreal medieval stuff I guess. Maybe some wizard or magic paraphenalia brought to life like how Mysterio is the crystal ball. One could just have a top hat head and another could be a wizard hat head. I dunno. Maybe one is named Sandbag and is a strongman in charge of hoisting up heavy sfx or audio equipment/weapons. One could be an intern/coffee boy type who brings Mysterio his refreshments alongside informing him of any changes in regards to a mission or Spider-Man. He could have a bard cap. The two object heads could be women or a man and woman duo who are the main actors. Maybe one has the comedy mask and the other drama mask. Might be uninspired. Finally maybe a child actor. That way Mysterio has some sinister scheme to keep brainwashing this kid into becoming obsessed with fame and movies/villainy. A legacy angle that is slightly different from the goblins.

Amping up something isn't the same as adding to a character.
