If there exists the potential for in-group betrayal, the introduction of Starscream means all the "must destroy my own teammates for power" energy manifests straight from him instead. As long as Starscream is alive, nobody else will think about fighting for the position of leader, especially when the one living example is constantly being smacked around for it. That's why whenever Megatron is out of the picture and Starscream is in control (or isn't in the picture either) shit immediately falls apart.

Starscream is in his position because as other anons have said he is an effective warrior and schemer. Starscream is not the only guy in Megatron's inner circle gunning to become leader and Soundwave is an expliciet exception because he thrives in being the lead intelligence officer and the power that leverages, almost every other Decepticon is biding their time to usurp Megatron. But the way these hirearchys work is that you must look out for people above you who might try to step on you but also look out for those below you who might try to take you out to climb the ranks. Starscream has a lot of bots below him and these bots have consistently shown throughout the series to fucking hate him. Starscream has to keep his own seeker squad under control with half a dozen other Decepticons lining up at the first chance to kill him. If Starscream wasn't in his position, Megatron would have to worry about all of them too as he is top of the pyramid. Starscream is usefull and ironically helps create social security for Megatron.He is nessasary, not liked or really tolerated, but he is nessasary.

Optimus states, rather calmly and amusedly, that Starscream doesn't look like he's being held against his will, and he could return at any time if he so chose. Megatron again orders Starscream to "get over here now", but Starscream merely stands where he is and says nothing. A skirmish predictably breaks out, with Optimus stepping in front of a still-weaponless Starscream to protect him. The Decepticons eventually retreat, Megatron promising to be back, as usual.>Starscream is confused but intrigued at the togetherness of the Autobots, specifically, Optimus Prime placing himself in danger to protect him. He notes that he can't understand why the Decepticons would follow Megatron, and Optimus replies that he doesn't really know either.>Meanwhile, back at the Decepticon base, Megatron is beating anything that moves, and a lot that doesn't, in a blind rage. Soundwave, a safe distance away, is endlessly amused by the whole situation.
