Something about not wanting to make the villains sympathetic, and female cats in cartoons are usually the protagonists, where male cats are the antagonists (Tom, Sylvester). This was also in an era where female characters were just starting to take more active roles in the story, and the Smurfs being ostensibly "for little kids" wasn't going to push that boundary, where shows like He-Man, TMNT, Swat Katz or Pirates of Dark Water with more physically active and independent female characters were for a significantly older audience.
