That said he does a great job of adapting the actual material when he finally gets to it so I'd say to carry on and watch just the first halves of the first two seasons of Railgun (the later halves are completely anime original and suck ass).As for the plot, is not really relevant to what's been adapted in Index but it does add flavour to Academy City as a horrible place to live.
