Cuphead was made by a team of people who studied rubber hose cartoons, not every 1930's toon looked the same, Disney and Fleischer both had distinct artstyles.

It feels to me that while the devs are inspired by Cuphead, they don't want to do the same thing again and veer towards their own direction with the rubberhose aesthetic.I do think Acecraft still does borrow a lot from Cuphead. Its main villain reminds me of Cagney Carnation and Hilda Berg's final form, and there's also a mermaid that's clearly Cala Maria inspired but even less covered up.
