Yeah Nintendo made it. Donkey Kong was actually originally going to be a Popeye game, but the licensing didn't work out. A year later they made an actual Popeye game.

Honestly is much easier mentally to code first than to make the assets later.

It's an issue about mental stamina, and coding is easier if you use placeholders and art is easier if you can see the assets moving, because you feel motivated.

Call it cope, but I’d rather Popeye stay as a dormant IP that’s generally remembered fondly, with the occasional bad project that doesn’t really hurt his character. That’s far better than having him dragged out and milked with nothing but low-effort, slop content and “celebrity voice actor” gimmicks, which would only reduce the brand to a shell of its former self.
