You could say it was conclusively over by the time the iPhone became mainstream, as that was pretty much the death knell of Flash as a whole. The last time I was on Newgrounds was around early 2021, and the entire site was just FNF stuff. Now, even that game is irrelevant. NG simply isn't worthwhile to modern audiences, especially as it's a site designed exclusively for desktop viewing.
