I don't know about the best but it's definitely up there. The original seasons of Samurai Jack, Batman TAS, and Invader Zim also immediately come to mind, although they're all obviously going for very different things.

I mean post-sequel SpongeBob's expressive Ren & Stimpy-like animation I don't feel is the most fitting artstyle for the show, but compared to any other cartoon that's on right now, it looks amazing. You can tell that the artists behind it are having an absolute blast working on it.

Every other kids show these days is beanmouth shit with lame ass art directions and little variety.

Spingebinge is probably one of the most “complete” cartoons of all time in a way that I feel like is really understated, things like the background art, the sound effects, especially the music, even things like the bubbles transition for cuts is incredibly unique

Animating a crazy face and movement makes sense when the character is reacting to something emotionally or physically. But every single movement being over the top is just uncanny and serves to replace jokes or actual slap stick. Sure it's a good animation on its own but there is no intention and no style to it. There are also no interesting angles and framing, everything is flat. New SpongeBob animators are doing a poor imitation of better works without understanding what they are copying from and skipping almost all the steps.
