It isn't even unreasonable for other versions to be stronger because of that. It should be blindingly obvious no Godzilla is stronger than the higher-dimensional entity dreaming reality the novel talks about.
And the novel also claims that even if there's trace amounts of radiation, despite having been defeated/killed, Ultima can return. So unless Banner decides to Wanda it and go 'no more radiation', Ultima can come back.
