Dana was kind of a dude and fell into the tope of being antagonistic to super hero duties. Max filled the spaces in perfectly. her character was genuinely good. Always had a fantasy of Max being batgirl but not a brawny one, she'd still be a long range tech mage batgirl that could quick hack and fuck with technology and electronics through her enhanced suit.

They wanted a fun high school slice of life batman show to stay hip with the times, then Timm dropped the ultra aesthetic Beyond kino instead. They hated it was so well received.
