Dora's creators have said she has no specific ethnicity and was designed as "pan-Latin" so that Hispanic children of any background could find her relatable, however the consistent presence of jungles as a significant element of the show's setting effectively excludes a lot of countries from being likely candidates for the show's setting if you're scrutinizing it through a real-world lens (not to mention Spanish excluding Brazil and several less notable countries). The series does includes several consistent elements such as animals and geography which are not present in Mexico which could theoretically exclude it from that viewpoint However, you can easily argue that Dora's setting is more of a composite of elements of numerous Latin American countries and not intended to be any specific one.
