With his break out appearance in the new superman movie and his new book, has Mister Terrific now surpassed the likes of Cyborg, John Stewart, and Static to become the most popular black superhero in DC?

No. It's literally just marketing.

Then where does he rank in your opinion among DC's black heroes? I think at this moment, he's clearly the most popular.

Cartoon Cyborg will always be DC's most popular black hero. Static has fallen to the wayside, and John Stewart was never popular despite being in a long running popular show. In the public consciousness I think the Superman movie elevated Mr. Terrific up to number 2, but unless they have plans for him he will be quickly forgotten.

I don't think he's outpaced Black Lightning yet

Static isn't a DC hero, he's a Milestone hero. DC doesn't own him, so they'll never push him that hard.
