Ty Lee and Mai obviously. Korra also adds a handful of extras. Korra is a villain herself debatably.

The only show/game I've seen/played in full on that list are Steven Universe, Elden Ring, and Hyrule Warriors. I'm a degen fraud.

I should've put Adventure Time on the list too which I have seen, but most of the girls that first come to mind aren't the villains, but that show does have no shortage of good villainesses when I think about it.

Warhammer is another franchise I could've listed, but I think more about nameless faction members than the named characters in the franchise, as for many other fantasy settings like that like D&D, Golarion, MtG, Pokemon, ect.
