You know despite minor fatigue, I think we can still appreciate the Batman rogues gallery. For example I wish they did more with Mad Hatter, and that he had a "definitive" story

Batman's rogues' gallery is wide and varied enough that if a good writer wanted to sit down and create the "definitive" story for a specific villain who hasn't gotten their chance to shine, they could. Though I've read some really great stories focused on specific villains (like this 1995 Annual focused on Riddler), that's almost totally forgotten, despite maybe being the best Riddler story I've ever read.

I think the best compromise is that Basil Karlo is his birth name and "Matt Hagan" is the stage name he chose when starting his career

Matt Hagen sounds more like a stage name than Basil Karlo anyway, the only reason "Basil Karlo" was his name in the Golden Age was because it sounded like Boris Karloff.
