If Downtown was made in the current year could it still work? Has Urban life even really changed much since the 90s early 2000s?

It’s just not the same. Downtown captured that kinda urban “hangout” feel, young aimless gen Xers hanging out at coffee shops and bumming around the city. Not that there’s zero examples of people doing that now but since social media and smartphones took off it just doesn’t really exist in the same way.

It would probably have to be a slightly different type of cartoon. If it's in NYC, it'd pretty much have to be mostly in the outer boroughs. I don't think it's impossible though, I think zoomers do crave slice of life cartoons about a cast of likable city dwellers. That's sorta why shows like Wastelandia exist.

Yes and no? Yes, it's way more unaffordable and most people who are in their 20s and don't have a big bank account have to either live in lower cost edge neighborhoods and in some cases the suburbs. No, in the sense that city life is still appealing to people in their 20s and 30s and the same types of people tend to congregate in these cities.
Also, obviously the smartphone has changed the way people socialize, so there's that difference. Sincerely, I do think We Bare Bears did actually integrate this new aspect well into their episodes where the Bears explore the city.

Maybe the dialogue would still work, but everything else? Not so much.

- New York isn't "gritty yet adventurous" feel anymore. It's completely sanitized due to gentrification.
- The cast couldn't afford to live where they lived in the show.
- The 2020's are not as comfy as the late 90's and early 2000's. NYC itself changed so much after 9/11.
