Killer Frost and Magpie went from literal whos to decently popular for a while, and those were from fairly niche projects.Biggest issue is I feel like a lot of why the show worked was the smaller cast. Chris King would also fit with the further focus on young characters, though Vigilante feels a bit out of place unless he was to be in a role like the Doom Patrol.And here's a villain list they sent for one of the seasons before, most likely 5. The characters on those lists weren't necessarily plotted to be used, but more or less they'd make sure ahead of time who they could or couldn't put in the show.
