It's some kind of "rule", in toy story 1 where Woody gathered to toys around to make a plan to save Buzz he said "Now we're going to have to break a few rules." before the scene transitioned so I think that implies there some kind of toy law they follow.

I get sad when I think of all the people who've missed out on the Toy Story specials and shorts that came out between the third and fourth films. There's some real great stuff in there

because he thought them going limp was a part of their culture as he thinks he was in a planet. when youre in a different place you are not familiar with you should obviously follow the rules that the said culture gave you. even in the movie Buzz says "It's an honor to be finally accepted into your society!" after getting Andy's name written on his foot.
