I like everything going on with the pilot but I also feel they needed a character that's an outsider for the main duo and Sparky to bounce off of in terms explaining setting essentials better. If you have the tech for FTL and safely flying city sized constructs you can do basically anything you please. Shave the tops off mountains, dig out your own grand canyons, the only limits are how much it costs to bring the right tools to the right place and supply them with power. Maybe the lake isn't natural at all, maybe one of the parks was built in a huge open pit and when the park was lofted they set up the (now) abandoned lab facilities there. When the teraforming took hold maybe water started to flood them out so they just slapped a sealed dome and elevator system over it, built some newer fancier labs suspended in the sky and called it good.
