Because the movie version, which is the version everyone knows, did it wrong and because most people don't read comics, they assume that's how it was in the comics too.

Falcon has fought to become more than Captain America's sidekick for decades. Treating it like a lesser identity -- a stepping-stone to Captain America -- instead of Sam's identity is diminutive and disrespectful. I LIKED the Falcon.
We already had characters that could explore the legacy/concept of Captain America through the lens of black America. The Eli Bradley version of Patriot was a thing. His grandpa Isaiah is still around. Josiah X is still there too.

In this one specific case I think it had a lot more to do with the time it was happening in than the idea of Falcon being a successor to Steve Rogers itself being the problem. There's been at least one previous story where Sam filled in as Captain America and nobody really objected, but this time it was happening in that Alonso Marvel era where they were replacing a lot of white male heroes with legacy heroes who were all non-white, non-male or both, so Sam becoming Cap at that time looked less like the Captain America writer just had a great story idea, and more like part of a company-wide agenda that a lot of the longtime fans were already sick and tired of. Legacy replacement heroes in Marvel's past had never tended to last more than 2-3 years at most, but in the Alonso era, a lot of unpopular replacements were just sticking around for years and years, and the audience couldn't even vote their way out of this with their money by not buying the books, it didn't seem to matter to Marvel if the audience was rejecting all these replacement heroes, they still weren't going away. And that's the environment in which we got Falcon Cap.

Remender was at least trying to make Sam prove himself and earn the mantle by running a gauntlet of Cap's rogues gallery, but this storyline got cut short by Secret Wars, Remender bailed, and got replaced by Spencer, whose Cap run got really political and divisive really quickly, and made Steve Rogers into the main villain Sam was up against, which did not go over well at all, and a lot of people seem to still associate Sam with this era and the Secret Empire event, as it's the biggest role he's ever had.
