Why did he fail to catch on as a big bad? The other goblin expy, Hobgoblin, has a wide cult following in comparison

Originally, he was probably a bit too similar to Green Goblin. Both in design and mannerisms, as he mirrored the early GG (pre-Norman reveal) persona quite a bit. This was obviously by design as Marvel editors were looking to replicate the success of the Goblin.

The bigger issue waa that he was never intended to last very long as an antagonist. Once the original clone saga was storyboarded it was over for him, he had to die narratively. It's ironically the same problem they had with Norman, once you have the villain learn of the heroes identity there's very little you can do as a writer except remove them from play... whether by death or amnesia. Jackal was revealed as knowing Peter was Spider-Man and then he was destroyed.

The character was dead for over 250+ issues. Difficult to build a cult like fan base for a dead character, and unlike Norman, Miles was rarely if ever mentioned because of the weirder aspects of his stories. Not just the infatuation with a teenage girl but also the whole cloning aspect, which was seen as a bit too far into sci-fi for Spider-Man. Crazy I know, but Spider-Man was seen as somewhat more grounded, at least in comparison to its comic peers at the time, and cloning was weird.

Then, obviously, when he was brought back it was in service of one of the worst eras for the title ever. The fact that the character is still in action today is a miracle considering his association with the 2nd clone saga.

I actually think that's the only really interesting him about him. He has a cool. And unique backstory and should be a personal threat to Peter but he comes off too much like a lame version of the Green Goblin.

Hobgoblin on the other hand feels more honest and upfront. He is literally a Goblin character but a lot of his appeal comes from the simplicity in his concept: A sane Green Goblin. And his design is different enough to set him apart. He's more demonic and serious looking and has a medieval flair. Even though some don't care that his civillian identity is literally an evil fashion designer, it's in service to the character and shows creativity whereas Miles Warren feels wasted as The Jackal. He's in lore meant to be one of Spider-Man's most important foes yet he has barely any renown. I imagine the lack of adaptations don't help. Even Hobgoblin doesn't have that many and he still stands out.

Didn't catch on is probably due to a shitty design and vague powers. But the times that they've brought him back has still had pretty big impact. Clone Saga and Spider-Island are both pretty big in terms of sales and impact on the overall spider-mythos.

Don't think they've used him badly either. Spider-Island was a great concept. His X-Men hybrids from Team-up was great too. But I guess both of those got retconned in to having been done by Ben Reilly(and they never followed up on Spider-Cide 2.0, which should've been the twist of Clone Conspiracy/Peter David run).

Having him mix powers with spider hybrids is great. I aslo liked the more hulked out version that Weisman had in the Miles/Peter book. The only thing I'd add to those is giving him powers much like Multipleman. I think he'd also work great as a support(and inevitable backstabber) to bigger villains like GG, Otto, Morlun, Kraven etc.

Personally, I find simp villains to be extremely boring. Doesn't help that as far as geneticist villains go, High Evolutionary and Sinister are much cooler with better designs and powers.
Hobgoblin also looks much cooler than "Green Goblin without clothes"

For sure. But I'd still argue that they're up there in terms of impact. Most of Spider-Man's rogues are just retarded crooks. I guess some would like to put Kraven up there, but outside of Last Hunt he does absolutely nothing. They just recycle him through his kids and clones, but there isn't a lot you can do with him outside of giving him that one win.

Scarlet Spider did okay with him coming after Kaine because he had a death wish I guess. But that was Yost trying to fix the damage done by Grim Hunt.
