The 1980s I mean.
Master of The Universe made a film in 1987.
Teenage Mutant Ninja Turtles quickly got a film release in March 1990, but was greenlit and produced in 1989.

While Transformwrs would be too expensive to make at the time, why didn’t Hasbro go all in on a live action G.I.Joe film when the IP was at its peak?

The 1980s movie industry had Commando, Cobra, Predator l, Rambo, etc.

Action movies dying the way they have does the franchise no favors either. Just think of all that was popular in GI Joe's heyday. Stallone, Schwarzenegger, WWF, etc. You just dont see that sort of high T high octane energy in entertainment nowadays.

only nowadays do people want a reskin of a thing with a license slapped on top of it I dont think they would have seen it as wise back then. I think ninja turtles and heman were just seen was way more ludicrous cash wise and they had good pitches/approaches for them. Heman in the 'real world' was also used as a cost cutting measure they wouldnt have done it all on his world.

MotU got a film with Cannon Films, who were notorious for buying properties up and making the movies cheaply; they squatted on a lot of rights too, if Cannon hadn't gone bankrupt there wouldn't have been a Lois & Clark show in the 90s

As has already been said, that only grossed $17 million and the toy line immediately died.
There was no way such a movie would have gotten greenlit after that until someone saw the box office for TMNT, and pre-production, shooting and post would have taken more than a year, putting you in Summer 1991 at the earliest, not the 80s.

The thing is, the 80's GI Joe is itself a reboot meant to better work in the 80's. The ARAH just are so locked in they reject anything Hasbro attempts at modernizing the franchise, which has ended up alienating any future generations.

Giant robots that transform and mutant ninjas are inherently striking visual concepts that young boys can instantly recognize as cool and interesting. GI Joe is only appealing to kids that watched the cartoon as well as generally liked military shows and movies. I was raised watching old war movies and shows by my grandfather and father despite them both being conflicted on the Gulf Wars. Basically the GI Joe I grew up with started as borrowed nostalgia from the Cold War and WWII then I watched RAH and fell in love with both the Joes and Cobra having bizarre yet intricately inspired military uniforms, vehicles, and equipment. I liked GI Joe before liking anything else and most people that buy, read, and watch GI Joe are probably the same.

Ill be completely honest, The Metal Gear franchise tells me G.I Joe could still be cool and appeal to modern audiences, even if they stuck to the 80s aesthetic if they just updated and altered it a bit.

There are rumors that the Street Fighter movie was a GI Joe screenplay but went through a few tweaks when for whatever reason Hasbro decided they couldn't fund it. I've researched it a little and haven't found any actual evidence of it, however GI Joe and Street Fighter were heavily tied together in the early 90s with the Street Fighter II and movie toy lines being sub-labels of the GI Joe line. And members of the production are quoted as having said they pitched the idea of the movie being like a GI Joe film to Capcom because the latter mandated that the screenplay couldn't be about a tournament.

Both TF and TMNT made heavy pivots from the original that old fabs disliked in the 90s and 2000s, and while some failed, the changes resonated with kids at the time even if older fans didn’t like them.
GI Joe didn’t make such changes as frequently , and when when they did they just went back to 80s ARAH

Israel can make their own GI Joe show if they want. Too many "people" willing to side with "extremists" treating them as "victims" so no one can acknowledge Cobra as "The Enemy" and this is coming from someone who is a big fan of Cobra Commander.
