The problem is that the character actually emotes too much for this, and he doesn't have any extra modulation to the voice. Further, it's such a specific era in "this is what a robot would sound like" that it very quickly got replaced in the public consciousness.

Totally unaware of how common weird robot voices were in cartoons of this time. Copper Kid of the Silverhawks speaks in whistles and synths, Scooter of the Gobots speaks in a nasally high pitched squeaky voice, and there was about a dozen Transformers with vocoder voices. It'd have been weird for a late 80's DIC Megaman not to sound like a middle aged smoker.
