Freakazoid>Animaniacs
Humor and style felt more organized and witty as opposed to Animaniacs that was either hit (Warners, Pinky and The Brain) or miss (The hippos, Buttons and Mindy).

Freakazoid is a mixed bag. Its sketch comedy format of Season 1 had higher highs (The Chip, Candle... y'know who) and much lower lows (Sidekick Chronicles, Mo-Ron). Season 2 was more consistent, but felt more like a bog-standard superhero show. I'd put Pinky & The Brain just barely above it.

Everyone considers Freakazoid and Pinky and the Brain the best Spielberg Toons. Animaniacs and Tiny Toons were build on quantity over quality.
